Turn your six link scores into a single binding constraint, so you fix the link that is actually holding everything back rather than the one that merely scored lowest.
Acquisition runs as a chain. A prospect must be the right target, reached with the right message, through a working engine, and then advanced by follow-up. The earliest weak link caps everything after it, because flawless follow-up cannot rescue leads that were never generated, and a great engine wastes its output aimed at the wrong target.

Weak target starves message, engine, nurture, and referrals (everything aims at the wrong people). Weak message starves engine, nurture, and referrals (the right people are reached but do not respond). Weak engine starves nurture (there is little to follow up). Weak nurture wastes everything upstream (generated interest leaks away).
Look at the primary chain in order: Target, then Message, then Engine, then Nurture. Your binding constraint is the first link scoring 3 or below. Start there, regardless of whether a later link scored worse.
Exception A: if Target through Nurture all score 4 or 5 and only Referrals is weak, your constraint is Referrals. Exception B: if everything from Target through Referrals scores 4 or 5 and only Tracking is weak, your constraint is Tracking, because you cannot make a working engine reliable until you can see it.
