Classify decisions by type and stakes, then assign the right to decide. The goal is clarity on who decides, not consensus on everything.

The confirmation column matters: an owner who has not accepted the authority will keep escalating. Where an owner is genuinely not ready, that is a capability signal, not a reason to reclaim the decision.
