Definition of Done Standard.

Establish clear, shared completion criteria, so "done" is judged against a standard rather than an opinion and work stops drifting in a permanent almost-finished state.

For each common type of initiative or commitment, define the explicit conditions that must all be true for it to count as complete. The test of a good definition: two different people, looking at the same initiative, would agree on whether it meets the standard. If they would disagree, tighten it until they would not.
