Find the single sub-domain most holding back the others, so the work fixes the cause rather than a symptom.

The rule

Your binding constraint is the lowest-scoring sub-domain that sits highest in the dependency order below. A Level 1 in Handoff outranks a Level 1 in Measurement, because Handoff is upstream. If two sub-domains are tied on score, the one higher in the order is the constraint.

Delivery problems are strongly upstream-driven: deliver from the wrong scope and everything downstream fails, no matter how good the rest. Enter your scores from the Assessment, then apply the rule.
