Make the priorities real by publishing them in one place the whole organization can see, name, and act on, including an explicit statement of what is not a priority right now.
A priority that lives in a spreadsheet or a leader's head is not a priority; it becomes one when the organization knows it. Naming the non-priorities is what gives people permission to stop.
