Name the top three to five as your priority set for this planning period. More than five is not a priority set, it is a wish list, and it will reproduce the original problem. Everything below the line is recorded as an explicit non-priority for the Charter. If you cannot score alignment because the strategic direction is unclear, stop: that is a Purpose gap, and you should route to strategic planning before finishing here.
