Productivity and Workflow Assessment.

Convert the symptom picture into a maturity level for each of the five sub-domains, using the full five-level rubric. This is what makes the work measurable.

For each sub-domain, read across the five levels and record the one that most closely matches your current state. The capability line most organizations are crossing sits between Level 2 and Level 3.

Priorities

L1 Unfocused: no shared sense of priorities; everything is urgent; work is driven by whoever is loudest. L2 Aware: priorities exist in someone's head; inconsistently communicated and frequently reshuffled. L3 Capable: a defined, written priority set the team can name, holding for a planning period. L4 Mature: priorities set on a rhythm, understood at all levels, used to decline work. L5 World-Class: alignment is reflexive; trade-offs made cleanly without escalation.

Capacity

L1: capacity invisible; work piled on regardless; chronic overload normal. L2: capacity treated as a feeling; intake unmanaged; overload claimed but never measured. L3: capacity visible and protected; concurrent work limited; intake gated. L4: capacity managed on a rhythm; load balanced; new work priced against capacity by default. L5: capacity is a planning instrument; commits only to what it can deliver, and delivers it.

Meetings

L1: meetings chaotic or absent; no decisions; constant misalignment. L2: many meetings of sporadic quality that rarely produce decisions; status recited. L3: meetings have purpose and agendas and reliably produce decisions and owned next steps. L4: a designed meeting rhythm; information flows freely; sync-versus-async lines clear. L5: coordination seamless; meetings minimal and high-value; the rhythm self-corrects.

Completion

L1: work starts and dies; nothing reliably finishes; no view of status. L2: initiatives stall; work-in-progress piles up; status lives in people's heads. L3: a working cadence and status flow move committed work to a defined done. L4: completion consistent and measured; blockers surface and clear early; throughput tracked. L5: the organization finishes what it starts as a matter of course; throughput keeps improving.

Individual effectiveness

L1: days are pure reaction; no personal system; focus impossible. L2: people improvise, fragmented by interruptions; busy but unproductive. L3: individuals run a trusted personal workflow with protected focus time and a managed communication load. L4: personal effectiveness consistent and self-sustaining; focus is the norm. L5: high focus and output reflexive; personal systems model the team's best practice.
