Equip your relationships with clear language for referring you, then make asking systematic, so referrals stop depending on whether you happen to remember.
People refer only when they know what to say and have an easy way to say it.
One boundary: if people are reluctant because the experience itself was not referral-worthy, that is a delivery and retention issue, not an ask problem. Route it to customer success or delivery and client experience.
The goal is not to badger anyone. It is to make asking a normal, comfortable, regular part of how you work, so the strength of your relationships is allowed to do what it naturally would.
