There is no plan with owners and timelines.

Alignment and cascade

Direction and goals live at the top and do not reach the team.

People cannot describe where the business is going.

Everyone works hard, but in slightly different directions.

Execution and review

Nothing tracks whether the strategy is happening.

There is no strategic review rhythm.

The plan is made and set aside until next year.
