Run the loop: change, test, read, repeat. Validate with behavior, not compliments, what customers do beats what they say to be nice. Iterate until the fit signals genuinely improve; fit is found through cycles, not declared in one.

Gap: customers wanted the compliance handled, not taught. Change: narrowed the offer to a done-for-you monthly service and dropped the training module. Test: offered it to five current clients. Response: three said yes on the spot, which they never did for the training. Verdict: keep, and roll it out more widely.
Narrowing the target to where the offer already fits is often faster than reworking the offer, do not overlook it. Run a fresh copy of this loop for each cycle until fit improves.
